Metro
Red Line from Airport Terminal 1 or Airport Terminal 3. Allow 30–50 minutes to Bur Dubai or Downtown once you are on the train, plus the time to exit the terminal and buy a ticket.
This is the default. It is boring, which is what you want.

DXB to the city and back
DXB is connected to the Dubai Metro Red Line from Terminal 1 and Terminal 3. That is the layover tool. Taxis are for late nights, awkward hotels, and the hour before a dawn flight.
Confirm live service on the airport site if you arrive during a disruption. The plan below assumes a normal day.
Decide before you queue
If bags are checked through, you can exit with cabin luggage only, but you still pass immigration. If the airline will not check bags to the final ticket, you must collect them, and that can add a long wait.
Have the onward boarding pass offline. Immigration likes to see that you are leaving.
Exit, then find the metro
Follow signs for Metro, not for a random taxi tout in the arrivals hall. Buy a Nol card at the station. The Red Line runs through the airport toward the city.
Al Fahidi station is the stop for old Dubai. Burj Khalifa/Dubai Mall station is Downtown. Do not get off early because the name sounds familiar.
Do the one district
Keep the hotel and the activity on the same side of the city. Every extra transfer is time you already spent in the terminal.
Summer: go indoors in the middle of the day. The metro is air-conditioned. The walk from the station may not be short.
Return with three hours in hand
Start back so that you are at the departure terminal three hours before a long-haul flight. Add more if you are checking a bag you had to reclaim, or if you are travelling at a holiday peak.
Emirates long-hauls mostly use Terminal 3. Check your departure terminal on the boarding pass rather than your memory of the arrival.
Taxi
Use the official rank. The ride to old Dubai or Downtown is often 20–45 minutes and can be much longer in evening traffic.
A taxi is reasonable late at night, with a lot of luggage, or straight back for an early flight. It is not automatically faster than the metro at 17:30.
What not to do
Do not take a ride from someone who approaches you inside the hall. Do not plan a connection that assumes DXB and DWC are the same airport. They are not interchangeable on a layover.
Do not leave the transit area until you know your passport can enter the UAE.
