Stay where you can walk to dinner. In Doha that means Souq Waqif or Msheireb, not a tower you will only see from the lobby.
Some nationalities need a confirmed hotel booking to enter. If that is you, book a cancellable room before you land, even if you might stay airside.
Souq Waqif or Msheireb
The default. You can walk to food, and the Museum of Islamic Art is a short ride. Msheireb is the orderly version of the same idea, on the metro interchange.
This is the right base for 24 hours if your flight home is late in the day, and for the city nights of a longer stay.
Only if you specifically want the skyline and you have 48 hours or more. It is a worse layover base than the souq because every meal becomes a transfer.
