24 hours in Istanbul from IST
Istanbul Airport is a long way from the Istanbul in your head. The old city is worth the ride when you have a full afternoon, a night, and a late departure the next day. It is not worth the ride for a bleary two hours and a dawn return.
If the shape fits, go to Sultanahmet and do not leave that neighbourhood. If it does not fit, sleep at the airport and read this page on a longer ticket.
The decision at the kerb
Land by early afternoon and depart the next evening: go to the city. Land after 16:00 with a morning flight: stay at IST. The bus can take an hour, and the same again tomorrow, and immigration sits on both ends.
Checked bags you must collect make the airport hotel more attractive. Cabin luggage makes Sultanahmet realistic.
One neighbourhood
Sultanahmet holds Hagia Sophia, the Blue Mosque, the Basilica Cistern and enough small restaurants that you never need a second taxi. Book the cistern, and Hagia Sophia if a timed ticket is offered, before you land.
Dress modestly for the mosques. Shoulders and knees covered. Hagia Sophia is a working mosque. You are a visitor, not a customer who can negotiate the rules because the flight is tomorrow.
Food and pace
Eat within a ten minute walk of the hotel. A famous restaurant across the Golden Horn is a different layover.
If you still have energy after the cistern, walk down toward the water and stop. The Bosphorus cruise is a 48 hour activity. A public ferry is a 48 hour activity too, unless you already know the pier and the last boat.
Back to a far airport
Order the return the night before: a Havaist bus from the stop you already understand, or a taxi from a desk, not a random offer. Leave Sultanahmet so that you are at IST three hours before departure, with slack for traffic.
Morning flights need an even earlier start. If that sentence bothers you, you should have slept at the airport.
