Book the entries with queues. Leave the wandering unbooked. Istanbul punishes a layover packed with four meeting points.
The 24 hour core
A short guided walk is worth it if you want the layer of history and a person who knows which door is the entrance today.
Keep it inside Sultanahmet. A 'highlights' tour that includes the Asian side is not a layover tour.
Book before you land
These are the two interiors that justify the ride from IST. Go with tickets. Dress for a mosque at Hagia Sophia.
The Blue Mosque is part of the same walk. Check whether it is open to visitors that day, and do not plan your only hour around it.
48 hours, fixed pier
Two hours on the water is plenty. A public ferry is cheaper if you already know it. A booked cruise is the version that does not require local knowledge.
Avoid dinner cruises on the night you must travel to IST.
Second day, booked end time
Pick a hammam in Sultanahmet with a clear duration. It is the right luxury on 48 or 72 hours and a bad idea on the way to the bus.
